On February 22, 1921, Kautsky's Independent Democratic Party of Germany, the Independent Labour Party of Britain and other "Central Socialist Party" of 13 countries met in Vienna to establish the "Socialist International Workers 'Federation", which was different in form from the Second International, but actually followed the opportunist line of the late Second International.
