On May 8, 2015 (March 20, 2015 in the lunar calendar),"Made in China 2025" was released. "Made in China 2025" is China's version of the "Industry 4.0" plan. The plan was signed and approved by Premier Li Keqiang and was announced by the State Council on May 8, 2015. The plan proposes a "three-step" strategy for building China a manufacturing power in three decades, and is the action plan for the first decade. Manufacturing is the main body of the national economy, the foundation of building a country, a tool for rejuvenating the country, and the foundation for strengthening the country. Since the beginning of industrial civilization in the middle of the 18th century, the history of the rise and fall of world powers and the history of struggle of the Chinese nation have repeatedly proved that without strong manufacturing, there can be no prosperity of a country or nation. Building an internationally competitive manufacturing industry is the only way for my country to enhance its comprehensive national strength, ensure national security, and build a world power. Since the founding of New China, especially since the reform and opening up, my country's manufacturing industry has continued to develop rapidly and has built a complete, independent and complete industrial system, which has effectively promoted the process of industrialization and modernization, significantly enhanced comprehensive national strength, and supported my status as a major country in the world. However, compared with the world's advanced level, my country's manufacturing industry is still large but not strong, with obvious gaps in terms of independent innovation capabilities, resource utilization efficiency, industrial structure level, informatization level, quality and efficiency. The task of transformation, upgrading and leapfrog development is urgent and arduous. At present, a new round of scientific and technological revolution and industrial transformation have formed a historic intersection with my country's accelerated transformation of its economic development mode, and the pattern of international industrial division of labor is being reshaped.
