Harding of Ohio was sworn in as the 29th President of the United States. He promised not to get involved in foreign disputes during his term. The oath ceremony was simple and was held on the front east side of the U.S. Capitol. Hours after the swearing-in ceremony, Harding announced that the doors of the White House would be open to the public. Harding was born on November 2, 1865 and died on August 2, 1923. The main achievement during his lifetime was that, based on his proposal, Congress passed the Act Establishing the Federal Government Budget System, the Fordeny-McCamber Protection Tariff Act, the Revision of the Wartime Tax Act, and the Immigration Restriction Act. Harding's fatal weakness is his failure to carefully select and supervise cabinet members and second-level officials, many of whom are of low moral character and few talents and are not called public office.
