The main achievement during his lifetime was that, based on his proposal, Congress passed the Act Establishing the Federal Government Budget System, the Fordeny-McCamber Protection Tariff Act, the Revision of the Wartime Tax Act, and the Immigration Restriction Act. Harding's fatal weakness is his failure to carefully select and supervise cabinet members and second-level officials, many of whom are of low moral character and few talents and are not called public office.
