On July 31, 1991, the United States and the Soviet Union reached a Strategic Arms Reduction Treaty
Thirty-four years ago today, on July 31, 1991 (June 20, 1991 lunar calendar), the United States and the Soviet Union reached the Strategic Arms Reduction Treaty. The negotiations between the United States and the Soviet Union on strategic arms reduction began in 1982 and went through 15 rounds, finally coming to an end in the context of the end of the Cold War. On July 31, 1991, US President Bush and Soviet President Mikhail Gorbachev reached an agreement during their meeting in Moscow and officially signed the treaty, called the Strategic Offensive Reduction Treaty. The treaty stipulates stricter verification measures and stipulates that the two sides will complete the disarmament task in three stages within seven years after the treaty enters into force. The conclusion of this treaty was the product of long-term bargaining between the United States and the Soviet Union, especially the great compromises and concessions made by the Soviet Union. It was a breakthrough in the field of nuclear disarmament between the United States and the Soviet Union, and contributed to reducing the level of nuclear confrontation between the two countries and reducing the threat of nuclear war. However, the reduced nuclear weapons of the United States and the Soviet Union are still enough to destroy each other many times, and they still have a long way to go in nuclear disarmament.
