On this day, 120 years ago, on April 27, 1905 (March 23, 1905 in the lunar calendar), the first Russian Duma opened. After the revolution of 1905, the tsarist government decided to convene a parliament, the State Duma, to spread constitutional illusions and split the revolutionary ranks. The first State Duma opened on April 27, 1906. The Constitutional Democratic Party occupies an important position in the Duma, and its representative Muromtsev serves as Chairman of the Duma. The central topic of discussion at this Duma session is the land issue. On July 3, the tsarist government issued a circular criticizing the Duma's discussion on the land issue. The Duma insisted on not giving in and wrote a "Letter to the People." To this end, the tsarist government announced the dissolution of the Duma. After the dissolution of the first Duma, the Constitutional Democrats fled to Vyburg and issued the "Vyburg Declaration" calling on the people not to pay taxes and not to produce strong men. But no vibration was caused.
