On this day, 26 years ago, on January 27, 1999 (December 11, 1998 in the lunar calendar), Li Chenglong, a greedy man in Guangxi, was sentenced to death in the first instance. On the morning of January 27,1999, the Intermediate People's Court of Yulin City, Guangxi Province, handed down a first-instance judgment on Li Chenglong, former vice mayor of Guigang City, Guangxi Province, for accepting bribes and for the crime of unidentified sources of huge amounts of property. The defendant Li Chenglong was sentenced to death and deprived of political rights for life according to law. The court confirmed after trial that from 1991 to 1996, while serving as secretary of the Yulin Municipal Party Committee of the Communist Party of China, Li Chenglong used his position and the influence of his power and status to seek benefits for others. He repeatedly accepted bribes from 21 people and units including Liang Weiqiang. The total amount of bribes totaling RMB 3.745689 million, US$25,000, and HK$10,000. His behavior constituted the crime of accepting bribes. The court held that Li Chenglong's family's entire property totaled RMB 16.118 million, HKD 9.66 million, USD25, 321 million, NTD 1,000, Australia 500 and a batch of jewelry. Li Chenglong confessed to the source of his huge amount of property with evidence or in line with the facts, and the total amount of property was RMB 9.614542 million, US$25,000, and HK$10,000. Li Chenglong could not explain that the property of legal origin included RMB 6,504,13,739 million, HKD 9,666 million, USD321, HKD 1,000, Australia 500 and a batch of jewelry, which constituted the crime of huge amount of property with unknown origin. The court held that as a state functionary, Li Chenglong took advantage of his position to illegally accept other people's property and seek benefits for others, and his behavior constituted the crime of accepting bribes; Li Chenglong's property obviously exceeds his legal income, and the difference is huge, and it cannot be explained that his source is legal. His behavior also constitutes the crime of huge amount of property with unknown source. In order to strictly enforce national laws, punish corruption, and safeguard the normal management activities of state agencies, Li Chenglong was sentenced to death in accordance with the law and deprived of political rights for life. He was also confiscated of property of RMB 100,000, and his bribery income of RMB 3.745,689 million, US$25,000, and HK$10,000 were confiscated; a total of RMB 2.309,812 million was recovered; and a difference of property of 6.504 million that could not explain the legal origin was recovered. More than 1000 people from all walks of life, journalists and relatives of the defendant attended the sentencing meeting.
