On February 1, 1975, the State Council, which was formed after the four National People's Congress, held its first meeting. Zhou Enlai announced at the meeting that Deng Xiaoping was the head of the State Council, and 11 other vice premiers assisted in the work of the State Council. After the meeting, Premier Zhou was seriously ill and hospitalized.
