Thirty-two years ago today, March 22, 1993 (February 30, 1993), World Water Day. Resolution 193 adopted by the 47th United Nations General Assembly on World Water Day states that, while all social and economic activities depend greatly on the availability and quality of fresh water, the role of water resource management in increasing economic productivity and improving social welfare is not widely recognized; with population growth and economic development, many countries will soon fall into the predicament of water scarcity, and economic development will be limited; promoting water conservation and sustainable management requires public awareness at the local, national, interregional, and international levels. Therefore, the General Assembly decided to establish 22 March each year as "World Water Day" starting from 1993, in accordance with the recommendation of the United Nations Conference on Environment and Development in Chapter 18 of Agenda 21 for Action. The world's freshwater resources are limited, the total global freshwater reserves are 350 million billion cubic meters, but only 105 trillion cubic meters of surface water and groundwater can be used for human production and life. The world's freshwater use reached 4.13 trillion cubic meters per year; as the world's population continues to grow, it is estimated that the global annual water use will increase to 7 trillion cubic meters by 2000. At that time, the per capita supply of freshwater resources will be reduced by more than 20% compared with the current level. Water resources are an important foundation for national economic and social development. With the development of agriculture, industry and urbanization, water consumption in various countries has increased sharply, which has caused an increasingly serious water crisis. At the same time, the traditional water consumption development model and the high-speed development method that lacks economic benefits are seriously threatening the sustainable utilization of water resources. According to statistics, there are more than 50 countries and regions in the world that lack water. Coupled with the unreasonable use of water, a large amount of wastewater and sewage are discharged into water bodies, causing many freshwater resources to lose their usable value. At present, about 500 billion cubic meters of sewage are discharged every year around the world, causing 55,000 cubic meters of water pollution, resulting in 1 billion people's drinking water not meeting the hygiene requirements, and at least 10 million people every year are caused by various infectious diseases due to unclean drinking water. According to experts' predictions, the issue of water resources will become the most important natural resource issue facing humanity in the 21st century. If the world does not pay attention to and solve this problem as soon as possible, the water crisis is likely to arrive earlier than the food crisis or the oil crisis. Now, the water shortage situation in the world is quite serious, with 28 countries listed as water-scarce or severely water-scarce countries. It is expected that in another 30 years, the water-scarce population will reach 2 to 3 billion, indicating that the water crisis is approaching. In order to solve the water shortage problem that threatens human survival, more and more countries in the world have taken action and actively taken measures to protect water sources and prevent pollution. Agriculture and industry respectively account for 70% and 25% of the world's total water consumption. Therefore, the development path of water-saving industry and agriculture has been valued by some countries. China currently has 2.80 trillion cubic meters of water resources, ranking sixth in the world, but its per capita share ranks 88th, and it is also one of the world's water-poor countries.
