Seventy-five years ago today, on May 9, 1950 (March 23, 1950 lunar calendar), the "Schumann Plan" was proposed. On May 9, 1950, French Foreign Minister Robert Schumann, after prior consultations with US Secretary of State Acheson, published a Western European coal and steel joint venture plan, which was called the "Schumann Plan". The plan advocated uniting the coal and steel industries of Western European countries on the basis of the French and German coal and steel industries, and the "joint venture" would be jointly managed by a supranational high-level agency. In order to strengthen its control over Western Europe to counter the Soviet Union, the United States has always advocated the "integration movement" of Western Europe, advocating "political unity", "military unity" and "economic unity". Therefore, it also endorsed the Schumann Plan. According to the plan, the government representatives of France, the Federal Republic of Germany, Italy, the Netherlands, Belgium and Luxembourg held nearly a year of consultations in Paris and signed the "European Coal and Steel Joint Venture Treaty" on April 18, 1951. On July 25, 1952, the treaty came into force. In August, a supranational "joint venture" supreme authority was formally established, consisting of nine members. Jean Monnet of France, the drafter of the Schumann Plan, served as the first chairperson of the body. From February 1953 to August 1954, the six countries of the "Joint Venture" successively established a common market for coal, steel, iron sand, scrap iron, alloy steel and special steel. The highest authority of the "Joint Venture" is responsible for coordinating the production of coal and steel, investment, prices, distribution of raw materials and effective internal competition in the member states. The European Coal and Steel Joint Venture promoted the development of the metallurgical industry in the member states, and its establishment laid the foundation for the establishment of the "European Common Market" in the late 1950s.
