On February 26, 2003 (January 26, 2003 in the lunar calendar), the Second Plenary Session of the 16th Central Committee of the Communist Party of China ended. The Second Plenary Session of the 16th Central Committee of the Communist Party of China was held in Beijing from February 24 to 26, 2003. The Political Bureau of the Central Committee presided over the meeting. Hu Jintao, Wu Bangguo, Wen Jiabao, Jia Qinglin, Zeng Qinghong, Huang Ju, Wu Guanzheng, Li Changchun and Luo Gan, members of the Standing Committee of the Political Bureau of the Central Committee presided over the meeting. Through the proposed list of national institutions leadership candidates to be recommended to the first session of the Tenth National People's Congress and the recommended list of national CPPCC leadership candidates to be recommended to the first session of the Tenth National Committee of the Chinese People's Political Consultative Conference; through the "Opinions on Deepening the Reform of the Administrative Management System and Institutions", it is recommended that the State Council form the "State Council Institutional Reform Plan" based on this opinion and submit it to the first session of the Tenth National People's Congress for consideration.
