On March 11, 2000 (February 6, 2000 in the lunar calendar), a fireworks explosion occurred in Pingxiang, Jiangxi Province, killing 33 people. On March 11, 2000, a particularly serious explosion occurred in an individual workshop producing fireworks and firecrackers in Shiling Village, Dongyuan Township, Shangli County, Pingxiang City, Jiangxi Province (hereinafter referred to as the "March 11" accident), killing 33 people and injuring 12 others. At present, the person directly responsible for the "March 11" accident has been detained in accordance with the law and will be severely punished in accordance with the law. The person in charge of the relevant administrative department who issued certificates and licenses for the factory and failed to supervise them has been given administrative dismissal. General Secretary Jiang Zemin and other central leading comrades attached great importance to the "March 11" accident and issued important instructions. Local people's governments at all levels and relevant departments of the State Council must conscientiously implement the spirit of General Secretary Jiang Zemin's series of important instructions on production safety. From the perspective of emphasizing politics, ensuring stability, and promoting development, we must adhere to the principle of "safety first, prevention first", strengthen leadership over production safety work, strengthen production safety awareness, responsibility awareness, and mass awareness under the conditions of the socialist market economy, put production safety work in a prominent position, and immediately take decisive measures. Conscientiously solve problems existing in production safety and resolutely curb the occurrence of major and exceptionally serious accidents. In view of this, on March 18, 2000, the General Office of the State Council issued an emergency notice on strengthening the safety supervision, management and cleanup of fireworks and firecrackers production and operation.
