Zhang Yunyi, deputy commander of the New Fourth Army and commander of the Second Division. On February 21, 1941, the First Division of the New Fourth Army defeated the First Group Army of the Wang Puppet Army in Taizhou. The commander-in-chief of the army, Li Changjiang, led the remnants of the army to escape. Li Changjiang's troops were originally part of the Chongqing government's guerrilla forces on the Jiangsu, Shandong and Anhui border. After the Southern Anhui Incident, the Japanese and Wang also dispatched troops to deploy an attack on the Jiangbei troops of the New Fourth Army, and to lure Li Changjiang, deputy commander-in-chief of the Kuomintang's guerrilla forces on the Jiangsu, Shandong and Anhui border. On February 13, Li Changjiang, commander of the first detachment Ding Jutang, commander of the second detachment Yan Xiuwu, commander of the sixth detachment Chen Caifu, commander of the seventh detachment Qin Qinglin, and commander of the tenth detachment Fan Jie led eight detachments with more than 30,000 people to openly surrender to the enemy in Taizhou. Wang Jingwei organized the department into the First Group Army and appointed Li Changjiang as commander-in-chief. In order to eliminate future troubles, the main force of the First Division of the New Fourth Army, which was secretly gathered in the area west of Hai 'an, took advantage of Li Changjiang's unstable footing and decisively launched a military operation to crusade against Li Changjiang on the 16th under the command of Su Yu. According to the scheduled plan, the New Fourth Army swept the coastal (An)-Thai (Prefecture) highway from east to west, connecting Jiangyan, Suchenzhuang and other strongholds. Then, it divided the 1st, 2nd, and 3rd brigades into left, middle, and right roads to continue the attack. On the 20th, Taizhou City, where Li Changjiang's headquarters was located, was captured by the New Fourth Army. On the 21st, Li's troops were completely defeated and more than 5000 people were wiped out. In order to rescue Li's troops, the Japanese army dispatched from Yangzhou, Gaoyou, Huangqiao and other places on February 18 to occupy Hai 'an, Dongtai, Jiangyan, Qutang, Anfeng and other towns. The First Division of the New Fourth Army had achieved its goal in the battle against Li, so it withdrew from Taizhou on February 21 and moved into enemy lines to conduct counter-"mop-ups".
