Zou Jingmeng, male, formerly known as Jialiu, Han nationality, born in 1929, from Shanghai City, is the son of Zou Taofen. In 1944, he went to Yan 'an and studied at the Academy of Natural Sciences. Joined the Communist Party of China in 1948. He served as a meteorological observer of the Third Bureau of the Central Military Commission and chief of the Meteorological Unit of the Aviation Department of the North China Military Region. After the founding of the People's Republic of China, he served as Chief of the Meteorological Department of the Air Force Command of the Central Military Commission. He graduated from the Air Force Engineering Department of Harbin Military Engineering College in 1961, and later studied for postgraduate courses in meteorology at Peking University. He has served as deputy director of the Meteorological Research Institute of the Air Force Command, deputy director of the Central Meteorological Administration, director of the National Meteorological Administration, and second vice chairman and chairman of the United Nations World Meteorological Organization. Member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and Honorary Director of the National Meteorological Administration. Alternate member of the 12th and 13th CPC Central Committee. On February 2, 1999, he was robbed and killed by gangsters in Beijing. On April 2, 1999, the No. 1 Intermediate People's Court of Beijing City held a public hearing on the case of robbery and murder of Jing Meng, and issued a first-instance judgment in court. The court sentenced the murderers Ma Ke and Jiang Tao to death for robbery, deprived of political rights for life, and confiscated all personal property; sentenced Han Shulong to life imprisonment, deprived of political rights for life, and fined RMB 5000. After trial by the Beijing City No. 1 Intermediate People's Court, it was found that Ma Ke, an 18-year-old unemployed person from Qiqihar City, Heilongjiang Province, colluded with Jiang Tao, a 46-year-old farmer from Qiqihar City, and Han Shulong, a 21-year-old unemployed person from the city, premeditated to commit a robbery in Beijing. At 6 p.m. on February 22, 1999, the three men armed with sharp knives rushed to the vicinity of Contemporary Shopping Mall in Haidian District, Beijing City, waiting for an opportunity to commit a crime. At about 7 p.m., the three of them were in the parking lot of Yanshan Hotel near the contemporary shopping mall. When they encountered Zou Jingmeng and others entering the car, Han Shulong threatened him with a knife. Ma Ke forcibly entered the car with a knife and pushed Zou Jingmeng down. When Zou resisted, Jiang Tao hugged Zou's head, and Ma Ke stabbed Zou to death with a knife.
