On October 5, 2019 (September 7, 2019), Hong Kong issued the "No Mask Law". At 15:00 pm on October 4, 2019, the Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, held a press conference to announce the enactment of the "No Mask Regulation" (referred to as the "No Mask Law") by invoking the "Emergency Regulations Ordinance", which will come into effect from the early morning of October 5, 2019. According to the relevant provisions, no person shall use a masked article that is likely to prevent identification when he is in a regulated public assembly or procession, including an illegal assembly or an unauthorized assembly. Offenders can be imprisoned for up to 1 year and fined HK $25,000. Lam said that in the past four months, due to the continuous demonstrations and conflicts caused by the amendment, more than 400 large and small demonstrations and rallies have taken place in different areas, resulting in more than 1,100 injuries, including more than 300 law enforcement officers. Almost all of the protesters who used violence were masked, in order to hide their identities and evade criminal responsibility. I believe that the ban on masks can effectively prevent radical illegal acts and help the police to enforce the law. Lam said that the decision does not mean that Hong Kong has entered a state of emergency. The purpose of the regulation is to stop violence and restore order, and the target is those who use violence. For those who need to wear masks, the regulation has exemptions.
