On this day 45 years ago, on February 29, 1980 (January 14, 1980 lunar calendar), the Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China ended. In order to better uphold and improve the Party's leadership, enhance the Party's combat effectiveness, and ensure the smooth development of the cause of socialist modernization, the Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China was held in Beijing from February 23 to 29, 1980. Ye Jianying said that cultivating and cultivating successors, especially those of the Central Committee, is indeed a very important and urgent combat task before us. The Secretariat is responsible for handling the daily work of the Central Committee under the leadership of the Political Bureau and Standing Committee of the Central Committee. III. The "Constitution of the Communist Party of China" (Draft) was passed. Prepare to submit this draft party constitution to the 12th National Congress of the Party for consideration and approval. It sets strict requirements on the conditions of party members, makes perfect provisions on the party's democratic centralism, and has new provisions on the cadre system such as abolishing the actual existence of cadre positions for life. IV. Adopted the "Several Guidelines on Political Life within the Party". The "Guidelines" consist of 12 articles, which summarize the experience and lessons of the party in handling intra-party relations for decades. It is of great significance to carry forward the positive factors within the party, overcome the negative factors, and give play to the vanguard and exemplary role of party members. V. Decided to completely rehabilitate Liu Shaoqi and restore his reputation. The Plenary Session decided to revoke the charges of "traitor, traitor, traitor, and scabbard" imposed on him by the Second Plenary Session of the Eighth Central Committee of the Communist Party of China and the wrong resolution to "permanently expel him from the Party and revoke all his positions inside and outside the Party", and restore Comrade Liu Shaoqi's reputation as a great Marxist, proletarian revolutionary, and one of the main leaders of the Party and the state. The injustice, falsehood, and wrongful conviction caused by Liu Shaoqi's implication shall be vindicated by the relevant departments. 6. The Plenary Session approved the resignation requests of Comrades Wang Dongxing, Ji Dengkui, Wu De, and Chen Xilian. To remove or request removal from the leadership positions of the Party and the state they have held. 7. Decided to recommend that the National People's Congress abolish the provisions of the " The Plenum held that the big-character poster, the big-scale poster, the big debate, and the big-character poster did not play a positive role in safeguarding the people's democratic rights, but hindered the people from exercising their democratic rights normally. Therefore, it is recommended that the National People's Congress repeal the provision in Article 45 of the Constitution of the People's Republic of China that citizens "have the right to use the big-character poster."
