March 20, 1993 Political turmoil in Russia
Thirty-two years ago today, on March 20, 1993 (February 28, 1993 in the lunar calendar), the Russian political situation was violently turbulent. On March 20, 1993, Russian President Boris Yeltsin issued a "Letter to the Citizens of Russia" through radio and television, announcing that a vote of confidence in the president and vice president would be held nationwide on April 25, and a new draft constitution and a draft federal parliamentary election would be held at the same time to decide whether the president or the parliament should lead the country. Before that, "special governance" by the president would be implemented. Prime Minister Chernomyrdin expressed his support for the president. On March 23, the Russian Constitutional Court ruled that the "Letter to the Citizens" violated the Basic Law of the Russian Federation. On the 26th, at the emergency ninth extraordinary people's congress, the representatives of the two opposing factions clashed fiercely and proposed the removal of President Yeltsin and the dismissal of Speaker Hasbratov, but neither of the votes received the required majority. The meeting passed the decision to hold a referendum across Russia on April 25.
