On May 2, 2003 (April 2, 2003 in the lunar calendar), Jiang Zemin expressed deep condolences to the officers and soldiers who died in the Navy's 361 submarine. On May 2, 2003, Chairman of the Central Military Commission Jiang Zemin sent a message of condolence expressing deep condolences to the officers and soldiers who died in the Navy's 361 submarine and expressing cordial condolences to the relatives of the officers and soldiers who died. In late April 2003, a conventional-powered submarine of our Navy crashed due to mechanical failure while training in our territorial waters east of Neichang Mountain, and all 70 officers and soldiers on board unfortunately died. Leaders of the Military Commission, headquarters and relevant troops attached great importance to the handling of the accident, expressed deep condolences to the martyrs who died and expressed cordial condolences to their relatives. Now the submarine has been towed back to the port, and the aftermath is being properly handled. The last topic of the 361 submarine exercise was to return the submarine to Weihai base in Qingdao in a "silent" state. However, on April 26, the naval base received a report from fishermen in Weihai that a semi-submersible submarine No. 361 was found floating in the waters east of the Neichangshan Islands at the junction of the Bohai Sea and the Yellow Sea. The military immediately dispatched personnel to the scene and found that the 361 submarine only had the periscope partially above the water and floating. Rescuers entered the submarine and found that all the crew members were dead in their working positions without any signs of pain or struggle. After preliminary inspection, the submarine was not damaged, and the deceased were confirmed to have died of acute suffocation. The boat's log only dates to April 16, and it is believed that they died on that day. An accident investigation by the China military showed that the submarine 361 was in a semi-submersible "snorkel state" before the accident. Due to the strong wind and waves on the sea surface at that time, seawater poured in from the snorkel, which automatically closed the snorkel. However, the generator inside the boat continued to operate, resulting in the exhaustion of oxygen in the cabin within two minutes, the submarine became vacuum, and 70 officers and soldiers quickly suffocated and died. The wrecked submarine No. 361 was a "Ming" class (035) submarine, which was the first generation of conventional-powered torpedo attack submarine independently developed by China. Construction of the first boat started in October 1969 and was delivered to the Navy in April 1974. The overall comprehensive combat performance of the first-generation conventional submarine (035) is not high, but it is an important beginning for China to develop its own submarine. This accident: 1. Some responsible personnel of the Navy will be punished; Ding Yiping, deputy commander of the Jinan Military Region and commander of the Navy's North Sea Fleet, and Chen Xianfeng, political commissar of the Navy's North Sea Fleet, will be given administrative demotion, and eight other relevant personnel will be given administrative dismissal, demotion and other disciplinary sanctions. 2. Ming-class submarines will be phased out. News raw data sources → https://www.abtool.cn/today_detail/12xw.html 17WorldNews[2025.09.28-07:01] 访问:75
