On February 27, 2008 (January 21, 2008 in the lunar calendar), the Second Plenary Session of the 17th Central Committee of the Communist Party of China concluded in Beijing. Hu Jintao, Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang, Zhou Yongkang and others were on the rostrum. The Second Plenary Session of the 17th Central Committee of the Communist Party of China was held in Beijing from February 25 to 27, 2008. The Plenary Session was attended by 204 members of the Central Committee and 167 alternate members of the Central Committee. Relevant responsible comrades attended the meeting. The Political Bureau of the Central Committee presided over the meeting. Comrade Hu Jintao, General Secretary of the Central Committee, made an important speech. The Plenary Session deliberated and approved the list of proposed candidates for leaders of state institutions to be recommended to the First Session of the Eleventh National People's Congress and the list of recommended candidates for leaders of the National People's Political Consultative Conference to be recommended to the First Session of the Eleventh National Committee of the Chinese People's Political Consultative Conference, which was proposed by the Political Bureau of the Central Committee on the basis of extensive solicitation of opinions inside and outside the Party and repeated deliberation and consultation. The Plenary Session deliberated and approved the "Opinions on Deepening the Reform of the Administrative Management System" and the "State Council Institutional Reform Plan" on the basis of extensive solicitation of opinions, and agreed to submit the "State Council Institutional Reform Plan" to the First Session of the Eleventh National People's Congress for deliberation.
