On May 13, 2003 (April 13, 2003 in the lunar calendar), 86 people were killed in a huge gas explosion accident in the Luling Coal Mine in Huaibei. At about 16:00 on May 13, 2003, a huge gas explosion accident occurred at the 1048 working face in the 104 mining area at the second level of the Luling Coal Mine of Huaibei Mining Group company in Anhui Province. At that time, there were 114 workers in the underground disaster area. After rescue, 28 people survived and 86 miners were killed. Due to the destruction of the ventilation system, the concentration and temperature of carbon monoxide and gas in the 1048 tunneling face were too high, and the adjacent 1046 coal mining face machine lane had stagnant water, which hindered the rescue work. Zhao Tiecheng, deputy director of the State Safety Production Supervision and Administration Bureau, who rushed to the scene in advance, instructed to go all out to rescue the missing people and ensure the timely treatment of the injured. After the accident, the leading comrades of the central government attached great importance to it and asked them to do everything possible to rescue the personnel. After receiving the accident report, the State Safety Supervision Bureau immediately put forward specific opinions to the General Office of the Anhui Provincial People's Government on the rescue and handling of the accident. In accordance with the instructions of the leading comrades of the State Council, Director Wang Xianzheng and Deputy Director Zhao Tiecheng have led relevant personnel to the scene of the accident to assist in the rescue of the accident and organize the investigation and handling of the accident. The "5.13" mine disaster was the largest coal safety accident since 2003. After the accident, the leaders of the Party Central Committee and the State Council attached great importance to it and instructed them to try their best to rescue the personnel and do a good job in the rescue and disaster relief work. Huang Yi, spokesperson of the State Administration of Work Safety, said that at present, more than 80% of coal mine accidents in our country are gas explosion accidents, and gas explosion accidents account for more than 90% of the major accidents that kill more than 10 people at a time. According to our country's current gas prevention and control capabilities and levels, as long as the measures to prevent gas are in place, large mines are fully capable of preventing gas explosion accidents. If the preventive measures are in place, the large gas explosion accident in Luling Coal Mine can be avoided. Experts from the accident technical team will arrive at the explosion site on the 18th for investigation and evidence collection to confirm the explosion point of the accident and analyze the cause of the explosion as soon as possible.
