On March 4, 2003 (February 2, 2003 in the lunar calendar), China's "2001-2002 China Urban Development Report" evaluated cities for the first time. On March 4, 2003, the "2001-2002 China Urban Development Report" organized by the China Mayors Association and supported by hundreds of experts first proposed methods and monitoring methods for evaluating the "real development capacity" of cities. The calculation results show that the top 10 cities in "real development capacity" are Shanghai, Beijing, Shenzhen, Guangzhou, Tianjin, Nanjing, Wuhan, Hangzhou, Shenyang and Dalian.
