On 111 years ago today, January 10, 1914 (December 15, 1913 in the lunar calendar), Yuan Shikai announced the dissolution of the National Assembly. Yuan Shikai used force to suppress the "Second Revolution", but there was still a National Congress with a majority of the Kuomintang in Beijing. In order for Congress to elect him as the official president, he claimed to respect the rights of members of parliament. These Kuomintang members cooperated with Progressive Party members to establish a Constitution Drafting Committee. In order to further win over the Progressive Party, Yuan Shikai appointed Xiong Xiling of the Party as Prime Minister in July 1913. The Progressive Party claimed to form a "celebrity cabinet" with "the most talented and first-class experience." In September, the cabinet was formed. Only the positions of chief chiefs of justice, education, transportation, agriculture, industry and commerce were held by Progressive Party members Liang Qichao, Wang Daxie, Zhou Ziqi, and Zhang Jian respectively. Xiong Xiling was also in charge of finance. Important departments such as diplomacy, internal affairs, navy, and army were firmly controlled by Sun Baoqi, Zhu Qiling, Liu Guoxiong, and Duan Qirui, who were directly affiliated warlords and bureaucrats of Yuan Shikai. Before the constitution could be formulated, Yuan Shikai exerted pressure on Congress and became official president in October 1913. Later, he determined to kick the political party and the National Assembly away, and dissolved the Kuomintang and the National Assembly one after another. Yuan Shikai, in his capacity as president, ordered the dissolution of the Kuomintang on November 4, 1913 on the grounds that the Martial Law Office of the Capital University had seized dozens of secret cables between Li Liejun and Kuomintang members, on the pretext that the Kuomintang was involved in the rebellion. In the afternoon, the Beiyang Military Police seized the Kuomintang headquarters. On the 5th, they surrounded the National Assembly and confiscated the certificates and badges of Kuomintang members. Within two days, more than 430 members of parliament had their certificates and badges confiscated, more than half of the parliament, resulting in the parliament being suspended due to insufficient quorum. On the 10th, the Constitution Drafting Committee dissolved itself. On the 12th, Yuan Shikai's government ordered the disqualification of Kuomintang members in provincial councils. On the 14th, Senate President Wang Jiaxiang and House President Tang Hualong jointly issued a statement announcing the suspension of the Congress. On the 26th, Yuan Shikai organized a royal political meeting to usurp the powers of the National Assembly. On January 10, 1914, Yuan Shikai announced the dissolution of the National Assembly and dismissed the members back to their homes.
