Alexei Nikolayevich Kosygin (1904~ 1980) Soviet politician. Chairperson of the Council of Ministers of the Soviet Union (1964~ 1980). Joined the Red Army in 1919 and was elected to the Central Committee of the Communist Party of the Soviet Union in 1939. Elected to the Political Bureau of the Central Committee of the Communist Party of the Soviet Union in 1948. He served as Vice-Chairperson of the Council of Ministers of the Soviet Union in December 1953 and was dismissed again in December 1956. In June 1957, he re-became an alternate member of the Presidium of the Party and resumed his position as Vice-Chairperson of the Council of Ministers. In October 1964, he replaced Khrushchev as Chairperson of the Council of Ministers and became the de facto head of the Soviet government. In the early 1970s, Kosygin exercised collective leadership together with Leonid Brezhnev, First Secretary of the Communist Party of the Soviet Union, and Podgorny, Chairperson of the Presidium of the Supreme Soviet of the Soviet Union. But as Brezh On October 23, 1980, Brezhnev announced that Kosygin was retiring due to health reasons.
