Forty-four years ago today, on March 30, 1981 (February 25, 1981 lunar calendar), the Party Central Committee and the State Council requested the active development of diversified operations. The notice pointed out that agriculture in our country generally has two basic characteristics: one is that the average person has less arable land, but there are many mountains, large water surfaces and grasslands, and abundant natural resources; the other is that the technical equipment is backward, but the labor force is abundant. The development of rural economy must proceed from this actual situation. Only by continuing to adhere to the series of principles and policies established since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, respecting objective laws, truly trusting and relying on hundreds of millions of farmers, cultivating intensively, adjusting conditions to local conditions, rationally utilizing and developing various resources, and vigorously developing the commodity economy can we ensure the normal progress of agricultural construction in our country. The Central Committee of the Communist Party of China and the State Council have decided to continue to maintain a certain amount of grain imports in the coming years. The people's governments at all levels should gradually adjust the imbalance in the agricultural economy in a planned manner within the conditions of balanced grain supply and demand. This work should be carried out in a firm direction and with steady steps. It is necessary to integrate various relevant factors, repeatedly analyze, seek advantages and avoid disadvantages, make decisions cautiously, and move forward steadily. We will never relax grain production and actively carry out diversified operations. This is our policy. To carry out diversified business operations, both collective and individual enthusiasm should be brought into play. Production teams should, in accordance with the conditions of local natural resources, labor resources and production habits, implement the production responsibility system under the premise of unified management, according to professional contracting and joint production payment, and organize various forms of professional teams, professional groups, professional households and professional workers. At the same time, through the conclusion of contracts and other forms, it is necessary to actively encourage and support individual members or partnerships to operate service industries, handicrafts, breeding, transportation and marketing industries, etc. All projects suitable for individual members to operate should be carried out by farmers themselves as much as possible, and production teams should organize and support them. Where production is not contracted to households, local conditions can be adjusted, and private land and feed land can be appropriately expanded. The maximum area of the two can reach 15% of the total area of arable land of the production team. The specific proportion of each region shall be determined by the party committees and governments of the provinces, municipalities and autonomous regions according to the local situation and the opinions of the members and the masses. It is reasonable for farmers to have differences in income and competition due to differences in technical level and labor in the development of diversified operations and other production. This phenomenon should not be regarded as the polarization of capitalism, let alone lead to the wrong practice of cracking down on and restricting diversified operations. Improving the management methods of the rural collective economy, adjusting the production structure within agriculture, and establishing an agricultural economic system of comprehensive management of agriculture and industry are all issues of strategic significance in our country's economic construction. They are all new issues facing the whole party.
