On this day, 26 years ago, on February 2, 1999 (December 17, 1998 in the lunar calendar), the State Economic and Trade Commission released the first batch of catalogues of eliminated backward industries. In order to promote the adjustment of my country's industrial structure, the State Economic and Trade Commission issued the first batch of "Catalogue for Eliminating Backward Production Capabilities, Processes and Products" on February 2, 1999 to guide enterprises to be market-oriented and compress and eliminate backward production capabilities. The first batch of "Catalog" covers 10 industries including coal, metallurgy, nonferrous metals, petrochemicals, light industry, textiles, machinery, building materials, construction, and electric power, with a total of 114 items. The determination of the first batch of catalogs is mainly based on my country's current 14 administrative laws and relevant documents of the State Council on resource protection, environmental protection and quality, etc., to determine the standards for elimination projects. First, production processes and products prohibited by national laws and regulations; second, production methods are backward and product quality is poor; third, serious environmental pollution; fourth, high raw materials and energy consumption. According to reports, there are mainly the following measures to eliminate backward production capabilities, processes and products. First, all regions, departments and relevant enterprises must formulate plans to eliminate them within a time limit, and are not allowed to add, transfer, produce or adopt the production capabilities, processes and products listed in the catalog. Second, local economic and trade commissions (economic commissions, planning and economic commissions) must report plans to the State Economic and Trade Commission. Third, if the catalog involves foreign-invested enterprises approved for establishment in accordance with the law, it will be handled by the State Economic and Trade Commission in conjunction with relevant departments of the State Council and the local people's government. Fourth, local people's governments should urge local industrial and commercial enterprises to implement the catalog. For enterprises that refuse to implement the elimination catalog, the administrative department for industry and commerce must revoke their business licenses in accordance with the law, all relevant departments must cancel their production licenses, and all commercial banks must stop lending.
