On April 5, 1979, the Central Committee of the Communist Party of China held a working conference. Li Xiannian gave a speech on "On the Question of National Economic Adjustment". In response to the serious imbalance in the proportion of the national economy, the meeting decided to use three years from 1979 to implement the policy of "adjustment, reform, rectification and improvement" of the national economy.
