On March 26, 1984, the Secretariat of the Central Committee of the Communist Party of China and the State Council jointly held a symposium on some coastal cities. The meeting recommended further opening up 14 coastal port cities from north to south as a new important step in China's opening up. These port cities, together with the four Special Economic Zones of Shenzhen, Zhuhai, Xiamen and Shantou, will become the frontier of China's opening up. The 14 port cities are: Dalian, Qinhuangdao, Tianjin, Yantai, Qingdao, Lianyungang, Nantong, Shanghai, Ningbo, Wenzhou, Fuzhou, Guangzhou, Zhanjiang and Beihai.
