Eighty years ago today, on March 6, 1945 (January 22, 1945 in the lunar calendar), the United States concluded the Chaptepec Convention with Latin American countries. On March 6, 1945, the United States and Latin American countries signed the Chaptepec Convention, also known as the Chaptepec Protocol, at the Fourth Conference of Foreign Ministers of the Americas held in Chaptepec near Mexico City. The convention was drafted by the United States. The Convention reaffirms some basic principles of "mutual assistance and solidarity" among American countries since 1890, and stipulates the principle of "mutual assistance" in the military of the Americas: Any invasion of an American country by any country, whether from outside or within the Americas, is considered an act of aggression against all contracting parties; States parties shall consult with each other and may take necessary measures, such as recalling heads of diplomatic missions, severing diplomatic relations, up to the use of force. The convention is a means for the United States to strengthen its control over Latin America. In 1947, it was replaced by the Inter-American Treaty of Mutual Assistance.
