On this day, 31 years ago, on February 28, 1994 (January 19, 1994 in the lunar calendar), the state deployed and implemented the "August 7 Poverty Alleviation Plan". On February 28, 1994, the State Council convened a National Poverty Alleviation and Development Work Conference to deploy and implement the "National Eight-Seven Poverty Alleviation Plan", requiring efforts to basically solve the food and clothing problems of the country's 80 million poor people in the last seven years of the end of this century.
