On March 1, 1934, under the direction of Japan, Puyi "proclaimed himself emperor" in Changchun. The 20th Century Fox Company of the United States photographed Puyi's grand ceremony of ascending to the extreme in Xinghua Village, outside the capital of "Manchukuo". Fu Yi wore the dragon robe of the Qing Dynasty emperor and held the "suburban sacrifice ceremony" to ascend the throne.

The Kwantung Army and Fu Yi had very different ideas on how to hold the emperor's accession ceremony. The Kwantung Army recognized Fu Yi as the "Emperor of Manchukuo" rather than the "Emperor of the Qing Dynasty," so they asked Pu Yi to wear the "Manchukuo Army, Navy and Air Force Grand Marshal's Dress" instead of the dragon robe of the Qing Emperor. As both sides refused to give in, it was finally decided that Pu Yi would first wear a dragon robe to hold a ceremony to honor the emperor, and then wear the "Manchukuo Army, Navy and Air Force Grand Marshal's Dress" to hold the throne ceremony at the "Qinmin Building."

On the temporary mound of earth, Puyi solemnly held an ancient ceremony to announce the throne to heaven and report to the Emperor of Heaven that he had become the emperor. From this day on, Puyi was no longer called a "ruling" and his dream of an "emperor" was fulfilled. From now on,"Manchukuo" will be changed to "Manchukuo Empire", with the year name "Kant". The commander of the Japanese Kwantung Army led more than 200 Japanese officials to attend the ceremony and exchanged letters with Zheng Xiaoken, who had served as Prime Minister of the "Manchurian Empire", expressing his recognition on the spot.
