On February 7, 1959, Zhu De proposed in his inspection of various places that public canteens in rural areas should all eat the same food, like the army, which is a bit stiff. There are many disadvantages to running public canteens: waste of food, labor and time; lack of care for patients, young and old, and visitors, inconvenient to eat on rainy days, and difficulty in heating kangs in the north, which brings inconvenience to the lives of the masses; it is not conducive to the development of family side businesses. If the canteens are not well run, it will affect production; and Zhu De also proposed that the food should not be paid, and the canteen should be returned and the food should be distributed to the members. By distributing the food to the households, the food can be saved, so that the members can feed the pigs, chickens and ducks. Zhu De made it clear that "in the past two years, we have only emphasized that it is best to eliminate private ownership, which is wrong. Now keep a little private ownership and keep the family side business, so that farmers are willing to produce more things to supply the market.
