Even from a purely economic point of view, the summit is the most effective way for Western countries to get out of the economic predicament at this time. The economies of Western countries are facing a concurrent crisis. No single economic sector can solve all economic problems alone, while the head of government has the authority to coordinate the actions of various departments. The reasons for this economic dilemma in various countries are not only domestic, but also international. To get rid of it, in addition to domestic efforts, there must be international cooperation, and the coordination of domestic policies and foreign policies is obviously beyond the authority of foreign ministers, and non-government heads are the only ones. This is probably an important reason why the beleaguered West has high hopes for the Rambouillet Conference.
