On March 19, 1964, Xinhua Agency published inscriptions by Zhu De, Dong Biwu, He Long, Nie Rongzhen, Xu Xiangqian, Ye Jianying and Luo Ruiqing, calling on the entire army to learn from the great communist soldier Ouyang Hai. The Ministry of National Defense named his squad "Ouyang Haiban". Ouyang Hai is the squad leader of a certain department of the People's Liberation Army of China. On November 18, 1963, during camp training with the army, while passing through the Beijing-Guangzhou Railway, a horse from the artillery company was frightened by the train's whistle and suddenly stepped onto the railway. At the critical moment when the train and the horse were about to collide, Ouyang Hai risked his life to push the horse out of the railway., preventing the train from derailing and ensuring the safety of passengers. He suffered serious injuries and died heroically.
