Under the direct leadership of Zhou Enlai, he presided over the cultural movement in the rear area. After the liberation of Shanghai in May 1949, Xia Yan successively served as deputy director of the Cultural and Educational Committee of the Shanghai Military Control Commission, deputy director of the Propaganda Department of the East China Bureau of the Communist Party of China, member of the Standing Committee of the Shanghai Municipal Party Committee, and director of the Propaganda Department. After 1955, he served as Vice Minister of Culture, Vice Chairman of China Federation of Literary and Art Circles, Vice Chairman of China People's Association for Culture with Foreign Countries, etc. He has adapted and created movie scripts such as "Blessing","Lin Family Shop","Revolutionary Family", and "Eternal Life in the Fire", and wrote theoretical monographs such as "Several Issues in Writing Movie Scripts". These works have become classics in the treasure house of China's films. He was brutally persecuted during the "Cultural Revolution". In October 1994, the State Council awarded him the honorary title of "Film Artist with Outstanding Contributions to the Country".
