On this day, 109 years ago, on May 8, 1916 (April 7, 1916 in the lunar calendar), the Military Affairs Office of the National Guard Army was established. Cen Chunxuan (right), commander of the Protectorate Army of Guangdong and Guangxi (right), and Liang Qichao (left), commander of the Protectorate Army of Yunnan, Guizhou, Guangdong and Guangxi, established a Military Affairs Bureau in Zhaoqing, Guangdong. In the first few months of May, all provinces became independent and organized protective troops. In order to act in a unified manner, the Protectorate Army and the military government decided to establish a Military Affairs Council as the unified command body of the Protectorate Army in all provinces. Cen Chunxuan was the deputy commander of the Fu Army, Liang Qichao was the chairman of the Political Affairs Committee, and Lu Rongting, Cai E, Li Liejun, Long Jiguang, Liu Xianshi, etc. were the Fu Army. The Military Affairs Council did not recognize Yuan Shikai as president and respected Li Yuanhong as president. Prior to this, the Guangdong-Guangxi Protectorate Army established the Capital Command of the National Protectorate Army in Zhaoqing, with Cen Chunxuan serving as the commander of the capital and Liang Qichao serving as the staff officer of the capital.
