The Drafting Committee of the Covenant of the League of Nations received drafts and statements submitted by many countries and groups, and launched a heated debate on the issue of mandate rule on the colonies and dependencies of the defeated country, the inclusion of the "Monroe Doctrine" in the Covenant, and the opposition to racial discrimination on immigration issues. The Covenant of the League of Nations was adopted at the Paris Peace Conference on April 28, 1919 after 26 revisions. The first part of the Treaty of Versailles was the Covenant of the League of Nations. The Covenant defines the organizational structure, functions, principles and obligations of Member States of the League of Nations. On January 10, 1920, when the Peace Treaty officially came into effect, the League of Nations was officially established under Wilson's chairmanship. All countries and newly established countries that declared war on the German-Austrian Group during the war were founding members of the League of Nations. In this way, the League of Nations had a total of 44 member states, and later gradually increased to 63 countries. The main institutions of the League of Nations are the Assembly, Council, Secretariat, and are attached to the International Court of Justice, International Labor Office, etc., the most important of which is the Council. Headquartered in Geneva. China joined the League of Nations on June 29, 1920. 63 countries have joined the League of Nations. From 1937 to 1938, the maximum number of member states of the United Nations reached 58. Japan, Germany and Italy withdrew from the League of Nations on March 27, 1933, October 19, and December 12, 1937 respectively due to the need to launch a war of aggression. Then a total of 17 countries withdrew from the League of Nations. After the outbreak of the Second World War, the League of Nations existed in name only. After the end of the Second World War, at the 21st "League of Nations" Conference from April 8 to 18, 1946, the League of Nations officially announced its dissolution and all property and archives were transferred to the United Nations.
