On May 5, 1923, on the second special express train from Pukou to Tianjin on the Jinpu Line, there were more than 200 Chinese and foreign passengers, including dozens of foreign journalists and foreign tourists who participated in the inauguration ceremony of Gongjiaba Dikou on the Yellow River in Shandong Province. In the early morning of the next day, when the train reached Shagou Mountain, 3 miles away from Lincheng Station, it was suddenly intercepted by more than 1000 people from the "Shandong Founding Autonomous Army" led by Sun Meiyao, robbing 39 foreign passengers and 71 China passengers. Except for the British Na Enman, who was killed on the spot, all the others were taken to Chaoyun Temple at the foot of Baodugu Mountain in Feng County and imprisoned. From May 7 to 8, envoys from Britain, the United States, France, Italy and Belgium successively lodged the most severe protests to the Beijing government. On May 9, the envoys of the five countries gave the Beijing government three days to rescue all captured foreigners, otherwise, a certain amount of money would be paid every 24 hours. According to the agreement, Sun Meiyao's "Shandong Founding Autonomous Army" was officially reorganized into the "Shandong New Brigade" on June 27, which was under the control of the Fifth Division of the Shandong Government Army.
