The conference documents pointed out that the Kuomintang is certainly an important tool in China's national movement, but it is not the entire movement. The Communist Party of China must adhere to a thorough democratic revolutionary program within and outside the Kuomintang, maintain its independence, and expand the leftist, oppose the rightist, and win over the center ideologically, organizationally, and mass propaganda. Regarding the issue of workers joining the Kuomintang, the congress stipulated different methods from the Ministry of Civil Affairs, and pointed out that it was necessary to fight against the influence of the bourgeoisie in the trade union movement and the separatist conspiracy of the Kuomintang rightists. On the 22nd, the Communist Party of China passed the "Resolution on Organizational Issues" at the Fourth National Congress. In order to attract revolutionaries among the broad masses of workers and peasants to join the Communist Party of China so as to facilitate the struggle between the party and the masses, the resolution stipulates that the original Party Constitution's stipulation that "more than five people can form a group" should be changed to "more than three people can form a branch"; the previous method of recruiting party members must be changed, and those who do have class consciousness can be directly recruited into the party. The resolution stipulates that party branches are the most basic organization of the party and should be established as units of industry and agencies. The work of the branch cannot be limited to educating and absorbing party members. It must also carry out agitation and propaganda work among the broad masses to improve the class consciousness of the broad masses.
