Thirty-nine years ago today, on March 3, 1986 (January 23, 1986 lunar calendar), the drafting of the "863 Plan" was completed. Scientists Wang Ganchang, Wang Daheng, Yang Jiachi, and Chen Fangyun (from right) On March 3, 1986, famous scientists Wang Daheng, Wang Ganchang, Yang Jiachi, and Chen Fangyun jointly wrote to the Party Central Committee and put forward the proposal "On Tracking the World's Strategic High-Tech Development". This proposal was highly valued and supported by the Party Central Committee. On March 5, Deng Xiaoping made important instructions on the proposal. Under the deployment of the Party Central Committee, experts and scholars conducted a comprehensive demonstration of our country's high-tech development strategy at a series of meetings and drafted the Outline of the High-Tech Research and Development Plan (863 Plan). The "863 Plan" selected seven high-tech fields that have a significant impact on our country's development: biology, aerospace, information, lasers, automation, energy, and new materials. In these seven fields, 15 themes and nearly 1,000 topics were identified, and nearly 10,000 scientific and technological personnel from more than 500 units participated in the research work.
