Thirty-eight years ago today, on January 22, 1987 (December 23, 1986 lunar calendar), the Central Committee of the Communist Party of China issued a notice "Leading Rural Reform to Deepening". The notice pointed out: Over the past few years, rural reform has achieved important results, and the framework of the new rural economic system has initially emerged. Now it is in a period of alternating between the old and new systems. Reform must be persisted in, and work to enrich, consolidate, support and improve, and strive for another five years or a little longer to enrich and improve the new system and play a leading role in the rural economy. In order to deepen rural reform, it is necessary to continue to reform the unified purchase and distribution system and expand the market for agricultural products; invigorate rural finance and open up the market for production factors; improve the two-tier management system combining decentralized and unified management, and stabilize the household contract system; develop various forms of economic integration; implement a long-term and stable policy for all kinds of self-employed households and self-employed entrepreneurs in rural areas; adjust the industrial structure to promote the transfer of agricultural labor; strengthen the construction of grass-roots organizations and ideas; and establish reform pilot zones in a planned manner. In accordance with the arrangements of the Party Central Committee and the State Council, by mid-September of the same year, our country had established 14 rural reform pilot zones of different sizes and projects in ten provinces and autonomous regions, and began to institutionalize the existing reform achievements and explore new ways of reform.
