All 51 founding Member States of the United Nations sent representatives to attend the meeting. This indicates that the United Nations organizational system has officially begun to launch. Founded on October 24, 1945, the United Nations is the most representative international organization with the largest number of member states established after World War II. Paul Henry Sback of Belgium was elected chairman of the meeting; on February 1, Trygve Lay of Norway became the first Secretary-General of the United Nations.
