President of the Lao People's Democratic Republic Noha von Chavan was born on April 9, 1914 in a peasant family in the village of Paluka, Mukdahan City. He joined the Anti-French Salvation Movement in 1946; joined the Communist Party of Indochina in 1950 and served as the Minister of Economy of the Lao Anti-Japanese War Government. In 1954, he was appointed as the representative of the Pat Lao side to negotiate with the Vientiane authorities.
