Forty years ago today, on May 10, 1985 (March 21, 1985, lunar calendar), China became a non-African member of the African Development Bank Group. On May 10, 1985, at the 21st Annual Meeting of the African Development Bank and the 12th Annual Meeting of the African Development Fund, which concluded in Brazzaville, a series of important resolutions were adopted to accept China and Argentina as members of the African Development Bank Group and increase the bank's capital. Representatives of member states of both institutions also elected Babacar Ndiaye of Senegal as the new president of the African Development Bank Group. The meeting appointed Congolese Minister of Finance and Budget, Lecounju Itishi Osetumba, as chairman of the Board of Presidents of the banking group. An announcement issued at the meeting said that China has completed all necessary procedures to enter the African Development Bank Group and officially become a non-African member of the group from May 10.
