On this day 103 years ago, on February 2, 1922 (January 6, 1922), the Washington Conference rejected China's request to repeal the "Twenty-One Articles". On February 2, 1922, the 30th plenary committee of the Washington Conference met to discuss the issue of China's request to repeal the "Twenty-One Articles". The Japanese representative, Kijiro Nihara, claimed that the "Twenty-One Articles" was a formal treaty between the two countries, and opposed the conference's "re-study and review". He only expressed that Japan agreed to give up the priority of the Manchu Road Construction Loan, hiring consultants, instructors, etc., and withdraw the reservation of the Japanese government to the fifth item when it was signed in 1915. The next day, at the 31st plenary meeting (that is, the last meeting), the Chinese representative declared: China has always regarded "Article 21" as a de facto oppression, does not recognize it as having legal effect, and must abrogate the whole treaty.
