Five minutes later, the fishing boat No. 0998 Ganyu of Liao Da reported to the Dalian Maritime Search and Rescue Center by phone at 12395, saying that a civilian passenger plane had caught fire over Fujiazhuang. The Maritime Search and Rescue Center immediately issued an emergency rescue notice to the Lushun Naval Base, the Dalian Border Detachment of the Armed Police and the Port Authority fleet. Around 21:40, the plane crashed at 38 degrees 57.063 minutes north latitude, 121 degrees 39.941 minutes east longitude, and the tail of the plane crashed at 38 degrees 57.129 minutes north latitude and 121 degrees 40.175 minutes east longitude. After verification, there were 103 passengers and 9 crew members on board. According to the instructions of the leaders of the Party Central Committee and the State Council, the State Council's "May 7" air crash handling team arrived in Dalian at 3 o'clock on May 8 and immediately started work.
