Discussed the 1963 National Economic Plan streamlining work and food issues, agricultural product acquisition and strict management of large and medium-sized urban bazaar trade and some specific policy issues to resolutely crack down on speculation, as well as primary and secondary education, and discussed issues such as the Urban Socialist Education Work Regulations (Draft). The meeting discussed and formulated the "Directives of the Central Committee of the Communist Party of China on Practicing Austerity and Opposing Corruption and Theft, Opposing Speculation, Opposing Extravagance and Waste, Opposing Decentralism, Opposing Bureaucratic Movements" and carrying out socialist education campaigns in rural areas.
