Twenty-seven years ago today, on April 27, 1998 (April 2, 1998 in the lunar calendar), the state carried out the reform of the grain circulation system. On April 27, 1998, the National Grain Circulation System Reform Work Conference held in Beijing issued the Grain Circulation System Reform Plan, which determined the basic principles of this reform as follows: 1. Implement the four separations: the government and enterprises are separated, the reserves and operations are separated, the central and local governments are separated, and the old and new financial accounts are separated; 2. Improve the grain price mechanism and implement grain sales at the same price.
