40 years ago today, on April 17, 1985 (February 28, 1985 in the lunar calendar), Europe proposed the "Eureka Plan". In March 1983, US President Reagan proposed a strategic defense plan, which aroused strong reactions in Western European countries. After consultations with the Federal Republic of Germany, French President Mitterrand proposed the establishment of a "European Process Technology Community" at a government cabinet meeting on April 17, 1985. That is, the "European Research Coordination Agency", the latter's English abbreviation is pronounced "Eureka", so it is called the "Eureka Plan". According to a report submitted by the French Center for Research on Mobile Technology and Systems, the program consists of five cooperation programs: the European Computer Program, the Automated Device Program, the Communication Program, the Biological Program and the Materials Program. After the Eureka Plan was proposed, it received support from 17 European countries. Soon after, Turkey also asked to participate in the plan, and the number of member states increased to 18.
