Venue of the Fifth Plenary Session The Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China was held in Beijing on February 23, 1980 and ended on the 29th. The meeting decided to convene the 12th National Congress of the Communist Party of China in advance; co-elect Hu Yaobang and Zhao Ziyang as members of the Standing Committee of the Political Bureau of the CPC Central Committee; and establish a Secretariat of the CPC Central Committee with Hu Yaobang as General Secretary.
