The United States passes its first patent law

The United States is one of the first countries in the world to implement a patent system. Article 1, Section 8, Item 8, of the Constitution of the United States of America enacted in September 1787 clearly stipulates: "In order to develop science and practical technology, Congress has the right to protect authors and inventors on their works and inventions for a limited period of time. Enjoy exclusive rights, which is also the legislative basis of the U.S. Patent Act.

The first U.S. Patent Act was signed by the President of the United States on April 10, 1790. The current Patent Law was enacted in 1952 and was subsequently revised twice in 1984 and 1994. On November 29, 1999, then-U.S. President Bill Clinton signed the American Inventors Protection Act, in which many important provisions were directly included in the Patent Law, including changing the full review system to an early public deferred review system. On June 9, 2005, the U.S. Congress began formal discussions on the Patent Reform Act of 2005. The case included more than 10 amendments, the most important of which were "changing the invention system to the first application system" and "all applications apply. Rule of 18 months of disclosure." If this reform bill is approved, the U.S. patent system will undergo the most important and complex revision since the 1952 Patent Act.

The U.S. Patent Office was established in 1802. At that time, it was a department directly under the State Council and was responsible for patent-related matters; in the early 19th century, trademark matters were also included in the jurisdiction of the Patent Office. In 1975, with congressional approval, the U.S. Patent Office changed its name to the U.S. Patent and Trademark Office (USPTO). In November 2000, under the American Inventors Protection Act, the USPTO was established as a performance unit under the Department of Commerce, operating in a more commercial manner and enjoying substantial autonomy in personnel, procurement, budget and other administrative functions. Its main office is now located in the Carlisle area of Alexandria, Virginia.
