On December 18, Shen Honglie ordered the bombing of nine major yarn factories invested and operated by Japan in Qingdao, and also damaged facilities such as power plants, breweries, waterworks and port docks. On December 25, Shen also ordered that seven warships including the "Zhenhai" anchored in Qingdao Port and five small fireboats including the "Flying Whale" of the Port Authority be loaded with sand and gravel and sunk in the channel from Dagang to Xiaogang. On December 26, Japan announced a blockade of traffic off Qingdao. On the 27th, Shen Honglie led nearly 10,000 troops, party and government agencies, and family members to retreat to southwest Shandong. At 9 a.m. on January 10, 1938, the Japanese Navy's Second Fleet and some Marine Corps, under the cover of aircraft, landed from Shandong Tau, Zhanshan Village and Huiquan Bay respectively.
